Internet Relay Chat (IRC) (shqip: Komunikim/Bisedë e Bazuar në Internet apo shkurt Biseda IRC) është shërbim i internetit që përdoruesve të saj iu mundëson komunikimin e drejtpërdrejtë. Ky komunikim bëhet zakonisht me tekstet e shkruara, ku duhet theksuar se në kohët e fundit kjo vije duke u zgjerua edhe në komunikimin me ton (audio) dhe virtual (video). IRC-ja u krijua nga Jakrko Oikarinen në gusht 1988.

Gjatë dekadës se fundit përdorimi i IRC ka rënë: që nga viti 2003 ka humbur 60% të përdoruesve (nga 1 milion në 400,000 në 2014) dhe gjysmat e kanaleve (nga gjysëm milioni në 2003). Në muajin mars të 2015 kanali më i madh është Freenode me afërsisht 99,000 përdorues.
