Ang lobbying o lobby (alternatibong baybay: lobi"[1]) ay ang paggamit ng salapi upang maimpluwensiyahan ang mga gawain ng pamahalaan. Tinatawag na lupong may kapakanan o samahang may layunin ang mga taong naglolobi, sa diwang nanghihimok o nanghihikayat, at nagpapasulong ng isa o mga layunin at gawain.[2] Tinatawag namang lobiyista ang kasapi ng lupong ito.[3] Madalas na pinamamahalaan ng batas ang organisadong panlolobing pampangkatan.[4][5][6]
